Study and Stay in Nova Scotia Program is a Special Program for International Students from the Philippines.   Students who successfully gain entry to the Study & Stay Program will travel to Canada to pursue their University or College studies in September of 2017.  You have until April 15, 2017 to submit your application.

The Study and Stay program is a Nova Scotia province wide cohort program that recruit 50 international students from three international markets, including Philippines.  Students will receive specialized services and supports targeted toward their specific needs, such as assistance in cultural adaptation, English language and workplace communication skills, making meaningful workplace and other social connections. Students will be provided with enhanced support throughout their studies in Nova Scotia to ensure each student gains the education, tools, and community connections needed to launch a successful career and fulfilling life in Nova Scotia, Canada.

Spring 2017 Express Entry Improvements: Additional points for candidates with siblings in Canada and more

Looks like it will be easier now for Express Entry applicants to get that elusive Invitation to Apply (ITA).  Changes in the Comprehensive Ranking System will be implemented starting June 6, 2017.  These changes will be favorable to French speaking applicants as well as those with siblings in Canada!

Below is the summary of Express Entry Improvements starting June 6, 2017:
  • Additional points for candidates with strong French language skills, with more additional points going to candidates who also have English language skills:  A total of 15 additional points will be awarded for test results of the Niveaux de compétence linguistique canadiens (NLC) at level 7 in all four language skills in French (listening, speaking, reading and writing) and an English test result of Canadian Language Benchmark (CLB) 4 or lower.  A total of 30 additional points will be awarded for test results of the NLC at level 7 in all four skills in French and English test results of CLB 5 or higher.
  • Additional points for candidates with siblings in Canada: 15 points will be awarded to candidates with siblings in Canada.  To get these points, candidates will need to show that the sibling is a Canadian citizen or permanent resident who is living in Canada and is 18 years of age or older.
  • Job Bank registration voluntary: Job Bank registration for Express Entry candidates becomes voluntary for all candidates.  Candidates who meet the minimum entry criteria for Express Entry will be automatically placed into the pool and immediately eligible for invitation rounds.

OEC Issuance for Direct Hired Workers, Suspended! | Canada Bound Caregiver Needs to Get OEC Through a POEA Registered Recruitment Agency

Imagine this:  You were able to find an employer who offered you a caregiver job in Canada.  You processed the visa and was approved.  You thought you can already leave for Canada only to find out that you still can't go due to new rules on OEC Issuance for Direct Hired Workers.  Not fair!

For the longest time, Filipino Caregivers bound for Canada are being issued Overseas Employment Certificate (OEC) without any problem as long as they comply with the requirements.  But right now, OEC for Caregiver should be processed through a POEA Registered Recruitment Agency.
Here's a recent email we received from a Recruiter in Canada:

Here's a news report about a month ago from Balitang Tanghali.


It appears that there is a suspension order for OEC issuance for all direct hired workers pending the investigation of corruption/extortion related to OEC applications.

If you are a Canada bound caregiver and you need to leave ASAP, you need to contact a POEA Registered Recruitment Agency to process the OEC.  This would mean your employer needs to be reported/registered to POEA by the Agency before your OEC may be processed.  This would also mean additional cost for your employer and possibly additional cost for you.

What if the employer refused to pay the additional cost?  Then that is a problem.  Typically, some workers would offer to pay for these expenses if they are desperate to leave.  It is not right, but if they will not do it, they can't go.

Time to abolish the OEC?  What do you think?

Ontario Basic Income | Free Money Up to $16,989 per year for a single person

Ontario will soon be launching a pilot project to provide basic income in selected Ontario regions: Thunder Bay, Hamilton and Lindsay.  Through this experiment Ontario will make an assessment wether a basic income can better support vulnerable workers, improve health and education outcomes for people on low incomes.

Premier Kathleen Wynne announced details of the Ontario Basic Income Pilot (OBIP) project today at LiUNA Station in Hamilton. The three-year study will test how a basic income might expand opportunities and job prospects of those living on low incomes while providing greater security for them and their families. 
Ontario's economy is in a relatively strong position, however many people in the province are not feeling that growth in their everyday lives. People are struggling to keep up with the rising cost of living and facing "precarious employment" with little job security or benefits. This pilot will study whether a basic income can bridge that gap and give people the security and opportunity they need to achieve their potential. 
Three regions will take part in the study. Pilots will start in late spring in Hamilton, including Brantford and Brant County; and in Thunder Bay and the surrounding area. The third pilot will start by this fall in Lindsay.
The Basic Income model Ontario has developed will ensure that eligible participants receive:
  • Up to $16,989 per year for a single person, less 50 per cent of any earned income
  • Up to $24,027 per year for a couple, less 50 per cent of any earned income
  • Up to an additional $6,000 per year for a person with a disability.
A basic income supports people to begin or continue working, or to further their education. Participants in the pilot will be able to increase their total income by combining a basic income with 50 cents from every dollar they earn at work.

    IRCC NEWS RELEASE: Changes to Regulations Will See Age Increased for Dependent Child

    The Government of Canada has published regulatory changes to increase the maximum age of a dependent child which will allow more families to stay together. This change showcases the Government’s commitment to family reunification.

    The new age limit of “under 22” will come into effect this fall, on October 24, 2017, raising it from the current “under 19” requirement. The increased age will apply to new applications for all immigration programs under Immigration, Refugees and Citizenship Canada, including for refugees. Children who are 22 years of age or older and who rely on their parents due to a physical or mental health condition will continue to be considered dependent children.

    A higher age limit will have more positive social and cultural impacts by keeping families together. It will also better address humanitarian and safety concerns by enabling more family members of refugees to qualify as dependants. Increasing the age limit will also help to enhance Canada’s economy by making it a destination of choice for skilled immigrants who want to keep their families together.

    Family reunification is a key immigration commitment of the Government of Canada. The Government has made a number of important changes to uphold this commitment. Regulations were recently published to eliminate the conditional permanent residence measure in recognition that most marriages are genuine and to reduce the vulnerability of spouses in the immigration program. Access to the parent and grandparent program was improved with changes to the 2017 application process to make it fairer and more transparent. In 2016, the number of parent and grandparent sponsorship applications accepted each year for intake was doubled to 10 000 applications, and the Government announced processing times for most sponsored spouses and partners would be reduced to 12 months.

    Education Requirement for Caregiver Program: 2 years or 3 years post secondary diploma?

    There seems to be a confusion regarding the education requirement for the caregiver program.  This post is for the readers who sent us message asking for clarification as well as for those who might have the same question.  Here's what the regulations say.

    To work in Canada as a Caregiver, you need to meet the following eligibility requirements:
    • A positive Labor Marker Impact Assessment (LMIA) from an employer in Canada
    • A written contract with your future employer, signed by you and the employer
    • Successful completion of the equivalent of a Canadian Secondary School Education
    • At least six months’ training or at least one year of full-time paid work experience as a caregiver or in a related field or occupation (including six months with one employer) in the past three years
    •  Good knowledge of English or French
    • A work permit before you enter Canada
    • There is no Age Limit Requirement for Caregiver Applicant
    So there. The education requirement is Canadian Secondary School Education. For Filipino applicants who finished Secondary School in the Philippines before the K-12 curriculum, that would mean at least 2 years in college or at least 72 units earned. This is because in Canada, you need a total of 12 years to complete the secondary school education. 

    Education Requirement for Caregiver Program: 2 years or 3 years post secondary diploma?

    Caregivers may apply for permanent residence in Canada after two years of working as caregiver, provided they meet the eligibility requirements. To meet the eligibility requirement for the education factor,  you must have a completed:
    • Canadian post-secondary degree, diploma or certificate of at least one year OR
    • foreign degree, diploma or certificate and
    • an original Educational Credential Assessment (ECA) from a designated organization that shows your education is equal to a completed Canadian degree, diploma, certificate of at least one year.
    In summary, you may be eligible to work as caregiver in Canada with 2 year diploma, but you need at least 3 year diploma to be eligible to apply for permanent residence in Canada.

    Alberta Bans Hiring of Temporary Foreign Workers For 29 High Skilled Occupations

    The Province of Alberta recently announced a Pilot Project banning the hiring of foreign workers for 29 High-Skilled Jobs to prioritize local workers.  This initiative which will be implemented for 24 months will be closely watch by the Federal Government and if successful, it may be implanted across Canada.

    It took five years before Mr. Elpidio Aviles Jr. before he finally got his Permanent Resident Visa.

    Manitoba Provincial Nominee Program

    Mr. Aviles is a Registered Nurse.     Effective May 15, 2017, a non-refundable application fee amounting to CAD 500 will be charged by MPNP.  This was announced by MPNP on April 28, 2017.  In the same announcement, it was stated that the next EOI draw will be after May 15, 2017.

    Benefits of Studying in Canada as International Student

    Canada is one of the world’s leading study destinations for many reasons, not the least of which is its open and welcoming attitude toward international students. In January of 2014, the Canadian Minister of International Trade released Canada’s International Education Strategy which, among other objectives, aims to double the number of international students and researchers in Canada.

    In 2016, the Immigration Minister implemented some changes in the immigration that effectively eases path to permanent residency for International Students.  If you are dreaming to become a permanent resident of Canada, Studying in Canada as International Student will give you several immigration pathways.  You will have many options on how to apply for permanent resident status after you graduated.  That is if you did right.

    Choice of School
    Canada offers many choices of school and programs for International Students.  The school you have chosen should be listed in the Designated Learning Institutions.  If you plan to work in Canada after your studies, be very sure that that the school and program you've chosen is eligible for a Post-Graduate Work Permit (PGWP).

    Benefits of Studying in Canada as International Student


    The PGWPP allows students who have graduated from a participating Canadian post-secondary institution to gain valuable Canadian work experience. A work permit under the PGWPP may be issued for the length of the study program, up to a maximum of three years.  To be eligible, you must have graduated from:
    • a public post-secondary institution, such as a college, trade/technical school, university or CEGEP (in Quebec), or
    • a private post-secondary institution that operates under the same rules and regulations as public institutions, or
    • a private secondary or post-secondary institution (in Quebec) offering qualifying programs of 900 hours or longer leading to a diplôme d’études professionnelles (DEP) or an attestation de spécialisation professionnelle (ASP), or
    • a Canadian private institution authorized by provincial statute to confer degrees but only if you are enrolled in one of the programs of study leading to a degree as authorized by the province and not in all programs of study offered by the private institution.
    Education Agents who are not Authorized to provide Immigration Advice may not be able to explain this to you clearly.  If you take a program that is not PGWP eligible, you will have to go back to your home country after finishing your program.  You can't work in Canada unless you find an employer who is willing to sponsor you.  Avoid Education Trafficking

    Cost of Studying in Canada
    Studying in Canada as International Student may be costly.  But if you are one of those who are willing to pay as much $20,000 just to have a job offer in Canada and eventually get a permanent resident status (without guarantee), I can't see why you will not consider the study visa pathway as an option.

    Average tuition for a one year program in Canada is around CAD15,000.  Your living expenses to cover your accommodation, food transportation and other expenses for one year is around CAD10,000.  

    Bringing your family to Canada
    As International Student, you are allowed to bring your family with you.  Your spouse and kids may join you in Canada as your dependents, subject to visa screening of course.  If approved, your wife may work full time during the duration of your authorized period of stay in Canada.  Your school-aged kids may study as well in Canada - for FREE! That's because your child has a right to go to school.

    Dual Intent
    Study Visa is a temporary resident visa. And as such, you need to convince the Visa Officer of your genuine intention to study and that you will leave Canada after your authorized period of stay, that there is an incentive for you to go back to your home country.  Can you apply for study visa then while you are waiting to be selected under the Express Entry System and or other Immigration Programs?

    Yes.  Dual Intent Application is allowed.  In fact, we have many clients who did that and are now in Canada.

    If you are currently included in the Express Entry Pool and you are looking for ways to increase your ranking, PNP Express Entry is one of the ways to do it.

    Each province have a different ways to attract and filter would be immigrants. The common requirements to be eligible for difference PNP EE Stream are:
    • You must be included in the Express Entry Pool
    • You must show proof of your intention to reside in the Province you are applying for
    • The target destination you declared in your EE Profile should be The Province or Anywhere in Canada.

    Summary of Provincial Nominee Program Express Entry Stream (PNP EE Stream)


    A. British Columbia Express Entry Stream (BC PNP Express Entry)
    The Express Entry BC (EEBC) stream of the BC Provincial Nominee Program (BC PNP) connects to the federal Express Entry system. It’s a faster way for eligible skilled workers to gain permanent residence in B.C.  There are several streams available:
    • EEBC - Skilled Worker (you need a job offer)
    • EEBC - Healthcare Professional (you need to be a registered healthcare professional and a job offer)
    • EEBC - International Student Graduate (must be  graduate with a valid qualification from an eligible Canadian university or college within the last three years and must have accepted a full-time, indeterminate job offer?
    • EEBC - International Post-Graduate (must have a graduate degree in the sciences from an eligible B.C. institution.

    The Nova Scotia Demand: Express Entry stream selects highly skilled individuals who wish to live in Nova Scotia permanently. Applicants must have a good chance of quickly finding a job in Nova Scotia’s labour market.  There 2 Categories:
    • Category A: You need a full-time permanent skilled job offer from a Nova Scotia employer.
    • Category B: You have at least 1 year of skilled work experience in one of our target occupations, job offer not a requirement

    C. Ontrio Express Entry
    This enables Ontario Immigrant Nominee Program (OINP) to nominate individuals that have qualified for Immigration, Refugees and Citizenship Canada’s Express Entry pool and who have the required education, skilled work experience, language ability, and other factors to help them successfully establish and integrate into Ontario’s labour market and communities. There are currently 3 categories:
    • Ontario Express Entry: Human Capital Priorities Stream (This is by invitation only. You must have received a Notification of Interest from Ontario through your IRCC online account to be eligible)
    • Ontario Express Entry: French-Speaking Skilled Worker Stream (To be eligible, you must have CLB Level 7 in French and CLB Level 6 in English. 
    • Ontario Express Entry: Skilled Trades Stream (To be eligible, you must be currently residing in Ontario and must have a Trade Certification if you are working or have worked in an occupation that requires trade certification in Ontario.  This is by invitation only.

    D. New Brunswick Nominee Program Express Entry (NBNP Express Entry)
    NBNP Express Entry Continuously accepts application for Expression of Interest (EOI).  All you have to do is send your EOI to entree.express.entry@gnb.ca.  To be eligible, you must be able to show proof of your genuine intention to reside in New Brunswick.

    E. International Skilled Worker: Saskatchewan Express Entry (SINP Express Entry)
    To be eligible under the SINP Express Entry, Have work experience in a high skilled occupation in the National Occupational Classification (NOC) Matrix level "A", "B" or "0" that’s in-demand in Saskatchewan. It accepts a limited number of applications with a certain period. There is a non-refundable Application Fee amounting to $300.

    F. Prince Edward Island Express Entry (PEI Express Entry)
    PEI Prioritizes those with strong connection in Prince Edward Island.  If you study, work experience, family connection, business, etc in PEI, you will have a great chance of being selected.  To apply, you just have to submit a completed Expression of Interest form to expressentry@gov.pe.ca. There is no charge to submit this form.

    Quick Facts About Global Talent Stream
    • Companies applying for workers through the Global Talent Stream now have access to a new streamlined process that provides eligible employers with:
    • priority processing of applications and a client-focused service for the development of the Labour Market Benefits Plan, with a service standard of 10 business days; and
    • flexible recruitment requirements.
    • Two-week work permit processing will be available to workers applying from overseas whose employers have been approved to hire a foreign worker through Global Talent Stream, as well as foreign nationals with jobs at skill type 0 (executive, managerial) or skill level A (professional) of the National Occupational Classification (NOC) applying through the International Mobility Program. The two-week service standard would also apply to immediate family members accompanying high-skilled workers to Canada.
    • The new work permit exemption for highly-skilled workers applies to all NOC 0 and NOC A workers. Eligible workers will be allowed one 15-day work permit-exempt stay in Canada every six months, or one 30-day work permit-exempt stay every 12 months. 
    • Researchers coming to Canada will be permitted one 120-day stay every 12 months without requiring a work permit when they are working on a research project at a publicly-funded degree-granting institution or affiliated research institution. 
    • Agreements have been reached with a range of partners who will be able to refer companies to IRCC’s new dedicated service channel and to ESDC’s Global Talent Stream; discussions are continuing with many other potential partners. The goal is to have referral partners in all parts of the country with the significant knowledge and insight needed to refer companies to the dedicated service channel.

    Study Direct Steam (SDS) to be launched in Manila, Philippines

    This afternoon, during the EduCanada Colleges and Institutes Orientation Seminar, the Study Direct Stream (SDS) will be launched. SDS is the streamlined study permit process which would mean faster visa processing and most likely, a higher approval rate.  It's like an "Express Entry" for International Students.

    Study Direct Stream (SDS) is currently being implemented in China and launching the same program in Manila is good news for those applying to become International Students in Canada!

    Under this system, Applicants will have to submit Guaranteed Investment Certificate (GIC) from a participating Canadian Financial institution (i.e. Scotiabank) instead of providing proof of funds.  It will be similar to the Fund Transfer Scheme being used in the New Zealand Study Visa application.  

    Here's how it works:
    1. Apply for the Scotiabank Student GIC Program
    2. Open a Scotiabank Investment Account
    3. Transfer funds to Scotiabank amounting to Cad$10,000 + Cad$200 for program fee
    4. Scotiabank to email when funds are already in the account of the applicant
    5. Applicant to apply for Study permit
    6. Once in Canada, applicant to open personal bank account
    7. Scotiabank will deposit funds to new personal bank account
    If the application will be denied Scotiabank will return the Cad$10,000 investment.

    To qualify for the Study Direct Stream (SDS) you must:
    • Study in a publicly funded post-secondary institution, such as a college, trade or technical school, university or CEGEP (in Quebec). o Have the following language abilities: 

    o IELTS test result with a minimum band of 6 or higher for each ability (Listening, Reading, Writing and Speaking)
    OR 
    o TEF test result with a minimum score of B2 (NCLC 7) or higher for each ability (expression orale, compréhension de l’orale, compréhension de l’écrit, et expression écrite) 
    • Secure a Guaranteed Investment Certificate (GIC) from a participating Canadian financial institution; instructions on how to apply can be found online,  
    • Pay your first year of tuition fees upfront,
    • Undergo a medical examination before submitting your application, AND 
    • Use a Visa Application Centre to submit your application.
    Study Direct Steam (SDS) Eligibility Requirements

    Guaranteed Investment Certificate
    Under the Study Direct Stream, you need to submit proof of Guaranteed Investment Certificate (GIC) from a participating Canadian Financial Institution (i.e. Scotiabank) instead of proof of funds in a form of a bank certificate. The amount of your GIC must meet the required amount for your 1 year living allowance:
    • CAD10,000 for single applicant
    • CAD 4,000 additional for accompanying spouse
    • CAD 3,000 additional for each accompanying dependent child

    The Scotiabank Student GIC Program (SSGP) enables you to meet the requirements of the Citizenship and Immigration Canada guidelines and provides access to funds to help pay for living expenses while you’re studying in Canada.

    Under this program, you can purchase a Guaranteed Investment Certificate (GIC) from Scotiabank for $10,000 Canadian dollars (CAD). A GIC is an investment account that offers a guaranteed interest rate over a fixed period of time
    • $2,000 CAD plus any accrued interest will be deposited into your personal bank account when you arrive in Canada.
    • Each month, for 12 months, you'll receive a portion of the balance of your investment back, plus interest.
    • You can use these funds to help pay for living expenses while you're studying in Canada. 
    • After 12 months, you'll have received your $10,000 CAD investment back
    • The fee for this program is $200 CAD.
