On Quebec Immigration Paid Representatives

It is not required to retain services of an immigration intermediary (paid individuals) in applying for Quebec Selection Certificate.  However, if you decide to use the paid services of an individual, please note that the Ministère de l’Immigration et des Communautés Culturelles (MICC) only deals with duly authorized individuals, namely:
  • members in good standing of the Barreau du Québec;
  • members in good standing of the Chambre des notaires du Québec;
  • individuals who have been granted special authorization issued by one of the two above-mentioned organizations;
  • recognized immigration consultants who are registered with the Registre québécois des consultants en immigration (PDF, 259 Kb)
If you retain the services of a consulting firm or individuals who are not Authorized, you are not certain of so many things.  You also don't have any protection from Immigration Consultants of Canada Regulatory Council (ICCRC). 

There are individuals who are not authorized by MICC who offer assistance for CSQ Application and are charging only a minimal fee.  They would often tell you that  it is just easy you will get the same service the lawyers will offer and that they also know the process. Don't fall for it. 

Immigration is not a simple process.  There is a reason why immigration representatives are being regulated.  These lawyers and licensed consultants are in the best position to provide you sound advice and are able to really represent you before MICC.

Visa Application Centers in the Philippines (VACs) - VFS Global

The Canadian Embassy in Manila uses the services of the Visa Application Centers in the Philippines (VACs)  in Manila and Cebu to expedite the application process for the following types of application:
  • Visitor Visa
  • Study Permit
  • Temporary Work Permit
  • Live-in Caregiver Work Permit
  • Re-entry Visa for returning students, workers or live-in caregivers
  • Permanent Resident Travel Document
The new VACs, operated by VFS Global, opened last July 3, 2013.  It is now accepting Temporary Resident Applications and Travel Documents for Returning Permanent Residents. 

There's no changes in the application forms and visa processing fee.  However, VFS Global will be charging applicants for their services, such as the following:

P800 - Service Charge for Application Processing Per Applicant
P310 - Courier Delivery of Applications Per Person

VFS service charges are to be paid via demand draft only and the same should be in Philippine Peso (Php only) payable to VFS Service Phils. Pvt. Inc.

If sending your documents via courier, you must send your documents to:

2013 List of Areas of Training - Nurses still in-demand in Quebec

For those planning to live and work in Canada through Quebec Skilled Worker Program, the 2013 List of Areas of Training is now available.  The new list puts Nurses in the most in demand occupations with 16 points to be awarded. It used to be 12 points only.  Nurses are still in demand in Quebec!

French Language Test is not mandatory.  Just the same, you must learn the French language to have a highr chance of approval and for you to successfully settle in Quebec.  For those who need additional points from French Language Test to meet the passmark, the level required to obtain points for the factor Language knowledge has been increased. 

Immigration is not a simple process.  Beware of individuals/consulting firms offering help to process your Quebec application but are not authorized to do so. Read: On Quebec Immigration Paid Representative.

IELTS and Quebec Skilled Worker Program

I'm not exactly sure where it started, but I have been receiving emails from blog readers and clients verifying if it's true that IELTS and French Language test is no longer required under the new Quebec Skilled Worker program.  These questions apparently came from ill-advised applicants who consulted with the wrong people. Let me explain...

In order to gain points from the Language Factor using the points system, you need to submit official test results.

For French language, you need to submit attestation of test results or a diploma recognized by the Ministère de l’Immigration et des Communautés culturelles.  The following tests and diplomas are recognized:

– Test de connaissance du français pour le Québec (TCFQ)
– Test de connaissance du français (TCF)
– Test d’évaluation du français adapté pour le Québec (TEFAQ)
– Test d’évaluation du français (TEF)
– Diplôme d’études en langue française (DELF)
– Diplôme approfondi de langue française (DALF)

For English language, you need IELTS test result.

Again, you need official test results ONLY of you want to claim points for the language factor.  But is it possible to meet the pass mark even without points from language factor?  Possibly. But consider this:

- A total of 22 points can be awarded under the language factor. It's the most valued factor in the selection criteria;
- Passmark is 55 points for Single and 63 points for those with spouse;
- 6 points from the Adaptability factor may be awarded upon the interview.

Now, if you're single and you submit your application with only a total of 49 points, the only way your application will be approved is if you will be awarded 6 points for the adaptability.  You want to take that risk? Go ahead.

If you are seriously considering to live and work in Quebec, you must at least try to learn the French language.  Quebec is pre-dominantly French speaking Canadian Province.

If you want to have a better chance of approval, submit IELTS test result.  You need all the points you can get, unless of course if you just want to rely on luck.

If you are a Filipino applicant whose primary language is neither English nor French and you think you don't need IELTS Examination for the Quebec Skilled Worker program, think again.  Read: On Quebec Immigration Representatives.

Foreign service workers reach tentative agreement with federal government

Looks like the Professional Association of Foreign Service Officers (PAFSO) Strike Action is now over. According to this report, Foreign service workers reach tentative agreement with federal government.
After staging the longest strike in public service history, Canada’s diplomats have reached a compromise with the Conservative government, bringing an end to a dispute that battered the country’s economy and its reputation abroad and may forever change the job action tactics of striking public servants. [Ottawa Citizen]
Hopefully, this development will address the delays in visa processing.

Canada's Saskatchewan province needs more Pinoys

The labor agreement between Saskatchewan and the Philippine Governmnt was recentlt renewed.  This mean more Filipino workers will be needed in Saskatchewan.  This memorandum of agreement is expected to benefit Filipino migrants in Saskacthewan.

“If you talk to not only Saskatchewan employers, but (the) Saskatchewan community, they would all tell you that our communities are so much better for the immigration of great people from the Philippines,” added Wall, who signed the MOU with Philippine Labor undersecretary Danilo Cruz

The MOU renewed a labor agreement earlier inked by the Philippines and Saskatchewan. The country also has the same MOUs with British Columbia and Manitoba.

Cruz said the implementation of laws formed from this agreement can only be effective if both sides were in synergy.

He said the challenge faced by Filipino workers abroad “cannot be addressed through unilateral means.”

“We highly believe that countries of origin and destination have a shared responsibility to work together in addressing the issues affecting the management of regulation of migrant workers,” he said.

The highlights of the MOU include skills training and matching for working immigrants, increased transparency and equability of Saskatchewan immigration rules, and the protection of labor rights, which gives migrant workers the right to information regarding recruitment policies and how they may be protected.

Under the MOU, projects are set to be enacted to implement and sustain these measures. [GMA News Online]

Priority Processing for Typhoon Yolanda (Haiyan) Survivors

Canada’s Citizenship and Immigration Minister Chris Alexander recently announced that Citizenship and Immigration Canada (CIC) will prioritize the processing of applications from people who self-identify as being significantly affected by the typhoon. If you have a pending visa application at Canadian Visa Office - Manila,  you may send email to manila-im-enquiry@international.gc.ca and request for priority processing.  In sending email do not forget to include the following:

  • How you have been affected by Typhoon Haiyan;
  • The region that you are in;
  • Your name (family and given);
  • Date of birth;
  • Type of application (student, worker, visitor, Permanent Residence in Canada);
  • Client ID (optional);
  • File # (optional) and
  • Telephone number (optional).

New Saskatchewan Immigrant Nominee Program (SINP) Starting January 2, 2014

Effective January 2, 2014, the Provincial Government of Saskatchewan will be implementing the new Saskatchewan Immigrant Nominee Program (SINP).

The new SINP will have three main categories:

  • International Skilled Worker Program
  • Saskatchewan Experience
  • Entrepreneur and Farm

If you have a relative in Saskatchewan, this will be your chance.  You no longer need a job offer to be nominated!  However, SINP will accept only 250 applications in 2014 from applicants without a job offer. You have to get ready now!

Please note that not all occupations will be eligible under the new SINP - International Skilled Worker Program.  A priority list will be made available in December 2013.

Based on this Citizenship and Immigration Canada (CIC)'s webpage (Nov 15, 2013 update), containing the tally of applications received for Federal Skilled Workers program, the cap for Mechanical Engineers (NOC 2132) was already reached.

This doesn't mean, however, that those whose applications were received by CIO before November 15, 2013 necessarily made it to the cap. The said page is not a real-time tally.

As of Nov 15, 2013 update, the cap for the following occupations were already reached:

  • 0211   Engineering managers1112

  • Financial and investment analysts 

  • 2132   Mechanical engineers 

  • 2147   Computer engineers (except software engineers/designers) 

  • 2174   Computer programmers and interactive media developers 
If your occupation is already closed, there other options you may want to consider:

1. Find a Job Offer from Canada and apply for a Work permit
2. Provincial Nominee Program
3. Get ready for the new FSW program in 2014.

And as alternative, you may also want to consider to Live and Work in Australia.  Engineers, Accountants and ITs are needed in Australia.  Be an immigrant in Australia the EASY Way!

The end of the year is coming very fast and so is the March 31, 2014 deadline to file your application for Quebec Selection Certificate under the Quebec Skilled Worker Program.   

Ministère de l'Immigration et des Communautés culturelles (MICC) set a limit on the number of applications to be accepted until March 31, 2014 and it is not known yet if this cap will be reached even prior to March 31.  Let us be very clear: GET YOUR APPLICATION FILED NOW!

Please note that the current rules give priority to French speaking applicants by imposing a language floor at B2 (French language test) to start with.  After March 31, 2014, changes will be introduced again and some are speculating that  English speaking applicants may no longer be allowed to apply without the French language test.  Therefore, you must get your application filed NOW!

If you have already signed up with Vivre O Canada Immigration - PIA Corp, please get in touch with your Agent and discuss how to expedite the process.  Should there be concerns that cause delay in your completion of your documents, let us know.

As per Citizenship and Immigration Canada website update dated November 29, 2013, the cap (300 applications for each eligible occupations) was already reached:

0211   Engineering managers

2131   Civil engineers
2132   Mechanical engineers
2147   Computer engineers (except software engineers/designers)
2174   Computer programmers and interactive media developers 
3142   Physiotherapists

Physiotherapists and Civil Engineers were the latest additional to the list.  Medical Laboratory Technologists could be next with a total of 201 applications already received.

Application Guide for New SINP - International Skilled Workers Category

More than a month ago, we have posted on this blog the proposed changes for the New Saskatchewan Immigrant Nominee Program (SINP), which will start accepting new applications starting January 2, 2014. This time, we are posting details about the Application Guide for New SINP - International Skilled Workers Category.

First, the eligibility criteria:

  • You must score a minimum of 60 points out of 100 on the point assessment grid. 
  • You must have a minimum of one-year work experience in the past ten years in your intended occupation. If you are not providing a skilled job offer from an approved 
  • Saskatchewan employer you must provide a minimum of one-year work experience in the past ten years related to your field of education or training in a skilled position. 
  • You must have a minimum language score of Canadian Language Benchmark (CLB) 4. 
  • If your occupational education and work experience is in a regulated profession, you will be required to demonstrate that you have obtained the appropriate Saskatchewan qualification recognition to be able to work in that profession before you apply. 
  • If you are not providing a skilled job offer from an approved Saskatchewan employer you must meet all of the following requirements: 

- your field of education or training must be in a high skilled occupation (NOC “A”, “B” or “0”) that is considered to be in-demand in Saskatchewan.
- you must have completed post-secondary education, training, or apprenticeship equivalent that is comparable to the Canadian education system of at least one year in length that has resulted in a diploma, a certificate or a degree.
- you must provide a minimum of one-year work experience in the past ten years related to your field of education or training in a skilled position.
- you must have proof of settlement funds and a settlement plan.

The following are things that you need to consider if you are planning to apply for permanent residence in Canada under the New Saskatchewan Immigrant Nominee Program (SINP):

1. You don't need a relative or job offer in Saskatchewan, as long as you meed the criteria and the pass mark.

2. There is a limit on the number of applications to be accepted, you have to act quick.

3. If your occupational education and work experience is regulated in Saskatchewan,  you need to have your qualifications assessed by the appropriate regulatory body. Check out if your occupation is regulated.
